BTW: one of the ways I discovered (almost by accident) to help make NTP more robust is to replace a set of lines such as:

 server  0.uk.pool.ntp.org   iburst
 server  1.uk.pool.ntp.org   iburst
 server  2.uk.pool.ntp.org   iburst

by:

 pool  uk.pool.ntp.org   iburst

as NTP then selects the number of servers it thinks it needs and, IIRC, from time to time it will replace non-responsive servers with active ones automatically. This is in NTP 4.2.6 and later. Worth checking it out.
