Inches comes in many lengths, these are just a little over 2 ppm apart from each other.

In 1893 the Mendenhall Order had the US shift from from using british definitions to metric definitions the rule, those making the 1866 metric act only the translation table to the now derivate unit of US Inch, as opposed to the later defined international inch.
