You are mistaken.  A 3 dB increase in signal level is a 3 dB increase -
there's no need to say if power or voltage.

The formula for computing an increase is going from power P2 from P1 is.

10 log (P2/P1)

or if voltage

20 log (V2/V1).

If the voltage rises by a factor of 10, the power rises by a factor of 100,
since power is V^2/R.

10 log (100) = 20 dB

is the same as

20 log (10) = 20 dB.
