The boot option /NoSerialMice should do the trick. See: https://support.microsoft.com/en-en/kb/131976 However, unklike mentioned in the above article, you can't just edit a boot.ini file in current Windows versions. Instead you have to run the bcdedit utility shipped with Windows.
