As the name suggests this is only a *monitor* program for NTP service (ntpd). You can use it to start/stop the NTP service, have a graphical presentation of the loopstats files optionally generated by ntpd, etc. So this is a nice optional addon for ntpd, but you need ntpd to actually synchronize the system time. The monitor program doesn't do that.
