Yep, just like "government shutdowns" where all non-essential people stay home. (I always wondered why, it they are non-essential they are on the payroll in the first place, but what do I know, I'm just a taxpayer.)  But what gets shut down first are things like National Parks, which have immediate effect on lots of people.

What are the effects on the budget of running WWV/WWVB?  The electric bill I would guess.  When John Q. Public's "atomic clock" stops working, they'll find a way to pay the bill.
