It seems the BeagleBoneBlack fits the bill.
I like it because it runs a normal Debian and it has more
I/o-Pins than competing boards, and the 2 PRU-I/O processors
that are completely time-predictable.

The BB-X15 obviously has no hardware-timestamping.
