Many clients go to a shorter poll interval for your server if they
receive malformed, out of whack, or no response from queries to
your server. The Netgear/UWisc disaster illustrates this. (I'm
not saying that it's netgears that are hammering you, I'm just
using them as a well-documented example:

OpenNTP exhibits similar behavior, shortening the poll interval
when it gets responses that it does not consider good, and it
wouldn't surprise me if other clients misimplemented NTP the
same way.
