It seems to be keeping some others on this list happy. Personally I still don't see the problem with simply offering pool.ntp.org.
Those folks who want really accurate time will take the effort to get it regardless of our efforts. Those who don't want it can be happy with "reasonable" sub-second time.
I really don't see why there's all this effort going into what's essentially a guessing game not just with countries' network topologies but with their politics. (Network peering is a commercial and political issue rather than a purely technical one.)
