I'm only guessing, but it could be that these (both this and the ones you 
mention in your other email) are people who have 'peer pool.ntp.org' in 
their config files instead of 'server pool.ntp.org'.  OTOH I've not seen 
such messages myself, so maybe it's specific to your ntp configuration.

(Hmmmm.  xntp - this isn't really xntp, i.e. version 3.something?  It is 
recommended to switch to 4.2 as behaviour on some clock conditions has been 
improved.)
