Yes.

It comes down to the stability of the stratum 2 and the amount of jitter
in the connection from the stratum 1 to you and the stratum 1 to the
stratum 2 to you.  If you give ntp both clocks it will actually work out
which it thinks is better and choose for itself (you should have at
least four clocks and if you are serving a lot of clients as most pool
servers do probably five upstream clocks to allow for failures)
