I don't doubt they'd switch off their own system in a heartbeat if it suited them. Hell, I don't doubt they'd shoot down the satellites if they thought it was necessary. From a military point of view I really don't expect anything else - when they wrote "What will we do ten years from now when American lives are put at risk because an adversary chooses to leverage the global positioning system or perhaps the Galileo constellation to attack American forces with precision?" (preface, http://www.dtic.mil/doctrine/jel/service_pubs/afdd2_2_1.pdf) it was an entirely rhetorical question.
