First thing is to see if you're on a virtual server... if you are, your problem is there. To run NTP on a XEN, for example, you have to `echo 1 > /proc/sys/xen/independent_wallclock` at startup. That would explain your time never changing. Next.... what did you base picking all these servers off of? Many of them reference the same place... and yet are totally out to lunch compared to each other.

Make sure your clock is actually adjusting (check for clock adjust / reset messages in your logs), fix your config with a good selection of servers. Have you selected all these servers to track, or are you automatically building associations? If you're building associations back, that may explain the minpoll issue if you didnt set it at 4 in your config file.

Measure once, cut twice... he is auto associating.
