Ya know, I checked for the terms of use policy on the NIST site. I could have sworn there used to be one that talked about how the stratum 1 servers are only supposed to be used by lower stratum time servers that serve many people. Much to my surprise, I can't find one. On the other hand, maybe the US Gov is just being clueless and they *would* mind. Personally, I would email them and ask first. If they say "yeah, go ahead and use the servers for your device", I would then send a registered letter with a form for them to sign saying the same thing with an enclosed return envelope.
