Please have a look at http://wiki.enneenne.com/index.php/LinuxPPS_support. That is the kernel patch you need. There is also an ntpd patch for a few GPS drivers to make ntpd work with LinuxPPS (relatively small patches). I made one for the standard NMEA plus PPS driver so my Garmin GPS-18 can be used.
