I was under the impression that the OP was asking about the English language definition of outlier (particularly as it was mis-spelt), and I answered accordingly.
:-) Yes, actually I was thinking hard what the hell is "outlyer" but this is the spelling on ntpq man page. This is why I could not find any satisfactory explanation by Google.
