Yes I would believe so, since you are in a closed environment. The local 
clock would be a second source of time for ntpd to rely on. Do not forget 
the fudge option to fudge the stratum to 10 for example. Let me know if it 
helps ;-) I do not use the local clock usually but it seems recommended in 
a closed environment.
