Are you using unix ntpd or windows ?
I know for sure that you can configure more than one server for unix ntpd: example, 3 servers should be enough : 1.ca.pool.ntp.org 2.ca.pool.ntp.org 3.ca.pool.ntp.org I also know some windows support multiple servers but you migth have to read your specific windows version documentation to find out. The whole idea of having more than one server is to prevent 4 hours jumps! As a bonus, you also get more precise time. False ticker off by 4 hours are automatically ignored.
