It's not very helpful to CC: every NTP abuse report to the timekeepers mailing list, especially for the initial contacts. I end up sending fifty or more similar messages a year, and I would only CC: the timekeepers mailing list if repeated contacts fail to solve the issue and thus I want to warn others about an entire netblock or ISP who refuses to deal with their abusive customer/client. I generally don't worry too much about IPs with less than 1 million queries-- that's about equivalent to downloading a single big file...but someone issuing 20 queries a second managed to accumulate 8 million or so queries in about a week before I filtered them.
