There is no need to modify BIND sourcecode.  Alternative DNS servers do 
exist that allow the usage of user-written scripts to retrieve data, 
instead of a database that is meant to be static (like BIND does).
Such servers are capable of returning dynamically changing data, data 
that depends on the location of the requester, etc.  People are already 
working on using such an alternative DNS server (of course the user 
scripts need to be written).
But issues like TTL value, caching DNS servers, and possible bugs in 
widespread DNS caches or resolvers of course will still affect things in 
an uncontrollable way.  Maybe it will not work out as nicely as we hope.
