I suppose it depends on what the goal of the Hardware Giveaway is; if the purpose is to put equipment in the hands of enthusiastic hobbyists who would otherwise have no means of affording something like a LANTime, then I agree with you both that the equipment should go to a private individual. If the goal though is to put something like the LANTime in an environment where it can provide reliable service to the Internet at large, then I think it is folly to think that a private individual at their place of residence can beat their Internet Provider in terms of reliability. Most residences have no facilities to provide service during an extended power outage and most residential Internet products are by definition "Best Effort" services, which provide no guarantee of data delivery.
