I've not used Cisco routers as ntp servers in the pool, but
in other situations I've found them to be irritatingly strange:

1. As you note, sometimes they stop syncing and drift
around with no apparent cause.

2. Other times they report that they are synced but
with completely random (off by decades) times.

Situations #1 and #2 are possibly but not definitively
tied to manual reconfiguration of the router config
tables.

As a result, we don't use them for ntp anymore!
