Yes, I had the same problem with my Mandriva 2007 system.  Their ntpd has
the -A option enabled in /etc/sysconfig/ntpd.  You need to remove that
option and all those peers will go away.  The only peers that should show up
under 'ntpq -p' are the ones listed in your ntp.conf.

I reported it to Mandriva as a bug a while back, but I don't know if it ever
was fixed.  It's not listed in their bug tracking system anymore.

I ended up uninstalling the Mandriva ntpd distribution shortly after that
and installed the official ntpd from www.ntp.org, which is what I recommend.
