I don't think this is a good idea.  I agree that the load spikes are
rather annoying, but deliberately sending the wrong time is not the
answer.
It only affects Turk Telecom's end customers and they can't help it.
Either give them the right time, or no time at all.

Let's wait and see what the effect is of the new DNS system, which
should be ready in the not to distant future (IIRC).
