And it seems that allowing for 100ms offset due to network traffic is perhaps too much leeway. Or perhaps the leeway could be proportional to the network distance of the server. For instance, a leeway of 20ms is perhaps good enough for a server in the US (from develooper.com in CA), but even 200ms would be fairer for a server in the Uzbekistan.
Finally, instead of an SNTP-way of probing the servers, why not run NTP with a appropriate minpoll and noselect to evaluate the actual offset better?
