Did this equipment ever get distributed? I have the biased opinion that this hardware should be housed at a facility like an ISP that can be a reliable hub in the pool (http://fortytwo.ch/mailman/pipermail/timekeepers/2007/003350.html), but I can see the point about giving it to those with less financial resources.
