Such a structure does exist in the Windows registry. It can be edited by hand or with a MSFT tool, although MSFT regularly publishes updates to it through Windows Update for mainstream support operating systems (XP, 2003, Vista, and 2008 at this point). Vista and 2008 include the ability to have historical views of time zone rules much like the Olsen database, whereas earlier OS only include one offset rule for each time zone (so historical date calculations could be incorrect with respect to DST).
