Hi Peter,

Meinberg - http://www.meinberg.de/english/ - makes some excellent  
equipement for this sort of thing.   They also maintain a Windows port  
of ntpd, so I suspect most of their products work on Windows.  Maybe  
you can even get the Garmin to work with the ntpd they make, but from  
the lack of responses I suspect this forum isn't a great treasure  
trove of Windows expertise.
