I predict confusion.

Looking at some of the ntp servers I have an interest in (but have no
control over), some are saying "leap_none", others "leap_add_sec", and
at least one has "leap_del_sec"!

In fact, looking at the entries of my pool server's syslog, it seems
that, for 17 minutes earlier today, my own server was advertising an
impending deletion.  I assume it was getting incorrect information from
one or more of its servers.

The version of ntp I'm running doesn't seem to support the leapseconds
file.
