My stratum 3 in NY ( http://ntp.beatnik.spiffie.org/ ) only sees about 20qps and is set for 100mbps in the panel (and on a 100mbps link). So there's more to it than just country and control panel setting. Lifetime may be a factor as well, this machine has only participated since sometime in October.
As an aside, a Canadian stratum 3 ( http://ntp.home.spiffie.org/ ) set for 512kbit (so not a global pool member) sees an average of 1.3qps, or nearly 3qps/mbit. *Both machines have a stratum 1 or 3 server as sources, so they /usually/ participate as stratum 3 servers.
