You had three servers configured and for some reason chrony decided to use one that was giving it bad time, when in all likelihood the other two had good time. Not having chrony is like not having VD. This is why ntpd, since the dawn of time, has had a peer selection/outlier rejection algorithm for rejecting servers that it doesn't think it can trust. Yeah, sometimes ntpd is too picky and throws out servers that may actually be good.
