OK, I think I've done this, commited to CVS as Otoshidama.
(Not really, just took "one year" with my ignorance.)

The GS spec says GS Master Tune SysEx isn't for
a disk-stored SMF (don't know exactly.)
The alternatives would be --adjust-key or --freq-table option.
