~ is just a shortcut for the current users home directory. So, for example, you are launching TinyERP-Client as user "joe", you'd look for the file at the following fully qualified path: /Users/joe/.terprc I can't say with certainty simply removing this file will work for everyone. It worked for me, but I have had several iterations of working TinyERP installations on this machine, most of which were hand built, and some built by Fink.
