When you are on a Windows-machine, you have to set the path to your
postgresql install dir. You can find it in the
<installdir>\tinyerp-server\tinyerp.conf

I don't know exactly which option you have to set, but if you can wait,
I can give it you Tuesday. I had the same problem.
