I don't know either, I suspect many of them didn't, because they were just part 
of an on-going effort for 4.1. This module directory was separated from the 
core base ERP part to focus on base engine for 4.2. So they were not maintained 
at that time, while the ERP engine part was moving fast. I know this directory 
was mis-published during summer and was made available again in October. Access 
is well documented since 4.2 was released. 

What is wrong is that "some" modules are "closed-source", what is true is that 
svn access is restricted.
