That's not a problem but the designed way to work. Version 4.2: If no permissions are set, everybody has access. If permission is assigned to a group, only that group will have it.
>From version 4.4: Default permissions will be "deny". You will have to give permissions explictily. The modules will come with predefined groups with the proper permissions assigned.
