I only have an answer for question number 1. From a conversation we had with 
Fabien when they released the new site, that contract is for people that don't 
have more than 15 accounts in their OpenERP installation. It doesn't matter how 
many are connected at the same time. If you have more accounts, you would need 
a bigger package.
Of course, they don't limit your installation, but they could reject support if 
you don't upgrade to the next package.

About the 1 account just means that you will get only a single account to 
connect to Tiny's system. That's a customer portal hosted by Tiny and unrelated 
with your OpenERP installation. It's the way to get your support and I guess a 
way to communicate with Tiny.

About your second point, I'm not able to help.
