I usually use telnet to verify if I can connect to certain server or not
To check if the client can connect to the server:
   telnet ip.of.the.host 8069
To check if the database is connectible
   telnet localhost 5432

Also, you could check the logs for the error messages. I don't use Ubuntu but I believe that the logs should be found in /var/log/tinyerp/tinyerp-server.log
