The trouble is that some modules are almost trivial (e.g. base_iban) and others very extensive (e.g. account). And maybe the finance director should pay more than the very same system for a part-time clerical assistant. So another way might be some form of resource usage (CPU minutes, or data committed). But then that is more obscure for the user - they wouldn't know how much they have to pay until the end of the month. So that might not be suitable either!
