I'm based in europe so can't help out directly. What I can suggest is you find 
a Computer Science / IT student from a university in your locale who's a whizz 
with python, and give him a project / part time job to learn and implement 
openerp for you. If the guy understands python, and you understand your 
business then really you may find you get a fresh mind who's still got youthful 
vigour and he/she gets the work experience and some cash that students all 
desperately need...

just a suggestion ;)

what kind of business are you in? does the product need a lot of customisation 
to make it work? do you need new modules developed or are the existing modules 
sufficient... these questions make the difference between cost/time 
effectiveness even if the licence is $0... don't discount commercial / cloud 
solutions like netapp etc either (but of course openerp is far superior).
