ottod, no experience on Tiny's support, but have you considered buying a support contract from a local partner?
I might be wrong, but Tiny support seems to be aimed to solving the "hard stuff" like when you hit a brick wall doing custom development. You're paying over 100 EUR for remote assistance - that's a good amount of money anywhere in the world (except maybe northern Europe :) ). Implementation and small scale customization IMHO is better handled by partners - they probably will provide you with a more focused service and know the both OpenERP and l10n "gotchas". Also, implementing ERP, no matter which, is hard because requires you extensive knowledge of the software, accounting and management concepts and the implementing environment.
