I'm sorry. I make some mistakes in models description.

"Services" model is a distionary. It created to store services list, their cost 
and depatments, liked to the each service. "Rendered services" model created to 
store "service" as m2o relation, it's quantity, date of render, m2o relation 
with client record, and fields, that must describe what depatment render this 
service at this time.

So, the models are:

services (...name,  allowed_to: many2many(depatments)...)

rendered_services (service:m2o(services), by:many2one 
(depatments),qty:float,r_date,journal:m2o(clients_journal))

clients_journal(client:m2o(client_list), services:o2m(rendered_services), 
contract_date:date)

So, i don't know, how to make a better complex in such conditions. All was fine 
until boss tell me that services are not unique for each depatment, and this 
need for statistics...
