My problem is solved. It turned out that the cause is the default --- log_level = 20 --- config line. Setting it to 100 or 1 didn't help, but after deleting this line the logfile is properly created.
Can somebody confirm the same behaviour. Maybe it is server v.5.0.0 specific bug?
