Well here we face the problem of the difference between 
theory and reality. When a module is certified there is a step 
of validation before commit (and this is right), but the validation  time is 
long. And regulary after certification your module is migrate inside the addons 
repository. When your commit right became near to null. Second point tiny 
allows certification of modules that does not provide unit test set. Si how can 
tiny certified that certified modules Will properly migrate. 


But I won't digress anymore on this point because we are free or not to do a 
certification.

The main problem is that Tiny has to take the time to define a trie release 
policy. Because in the true world certification does  not protect aginst 
regression.
