I don't believe there is a complete Mexican localization available yet but 
there is certainly work being done on developing one. Search "localización 
méxico" in the español forum.

We have just started using OpenERP in a Mexican company after a few months of 
reviewing options. I liked OpenERP because of its flexibility and ease of 
customización. The downside is that there is a steep learning curve and lots 
of little bugs which take time to learn how to avoid. 

In conclusion, I think OpenERP is a good choice if you have strong technical 
resources in your organization (or support company). Otherwise you're probably 
better off with a more stable product.
