Hi! well, the answer to your question is Yes and No. We are not a telecom company, but still provide hosting services, which obviously have similar processes. We have recurring invoicing module developed which may suit your needs too. And other processed in your list, but not all of them, and I do not know one single ERP system which provides all of it out of the box.
OpenERP is great for implementing functionality you named, but it definitely needs additional development.
