I took this as an installation problem, but maybe it is a general discussion 
topic.

During installation, I was not allowed to enter anything into the Fed. State 
field in the company information. After installatioin, I went to partners > 
customers and tried to enter it there. I was able to enter the data, but every 
time I tried to save it, I got a message that the document had been changed 
while I was saving it, did I want to save it anyway. I cliked yes, but the 
underlying field would not change, it remained empty. The US State is a 
mandatory part of the US mailing address. This is critical.

I have no doubt I am missing something really simple, but I cannot figure it 
out. Any help would be appreciated.
