I think I am right in saying that you store the rml and sxw in the database 
when you use the report_designer plugin. This stops the rml from loading from 
the filesystem - just for that database.

It's possible to delete the rml and sxw from the database and make the rml load 
from the filesystem again. You need to expose the relevant fields to do that.
