We have made significant effort to translate almost all strings necessary to be able to use openerp daily (meaning, we've excluded some help strings etc and less important modules) and we've done this on Launchpad.
Last change was done 15 days ago and is waiting to be synced to bzr. Since tiny will not give direct access we are having to wait for them to do this task which I believe is a one click automated job. (Am I wrong?) My emails to Fabien via launchpad remain unanswered. (No thanks for that by the way) Please do not "let me know" that I can download those translations. What "I" can do is not an issue. Other people is the issue here. This is just one example that I am intimate with but the general feeling in the air is that tiny is unresponsive to the community. You can definitely get a feeling of this on the irc channel where mostly 3rd parties hang out. Tiny should either delegate some responsibility to others or be a bit more responsive. Translations is a special case where Tiny itself has NO way to know if the translations are accurate. This makes it an especially nice fit for delegation. As far as I know launchpad can allow for delegating translations to translation groups for a particular language. Then the language group people can push changes directly (via launchpad only perhaps) to bzr. Since the work is done by third parties here, and the verification also by third parties, everything else can be done by third parties too.
