In groups you have bunch of rules, access rights on different objects 
(read,write,delete) , menu rights.
so it will be easy to add new user in some department with bunch of rights by 
assigning that user in that group.

rules means we can define some conditions on objects.
using record rules we can set condition that salesmans can see only his clients 
or sale orders or leads.
